The Utility Regulator has published a consultation document setting out our proposed approach for the ‘Assessment on the Need for a Regulated Operating Revenue Regime for Future Interconnection’.

During 2026 we will undertake an assessment to establish if there is a need for a regulated operating revenue regime for the LirIC Interconnector Project.

TI LirIC Limited (TI) intend to build a 700MW interconnector between Northern Ireland and Scotland, known as LirIC, which is currently planned for completion in 2032.

TI have requested a regulated cap and floor revenue regime arrangement for LirIC, akin to the regime established by Ofgem. This is the first request we have received for a prospective Northern Ireland interconnector development project.

We welcome feedback to this consultation via email to iclicence@uregni.gov.uk by 16:00 on 15 January 2026.

We are also publishing the responses to our previous consultation on the proposed Electricity Transmission Licence for TI LirIC Limited. Responses can be found here.
