The SONI tariff process in 2025 highlighted a small number of revenue issues which merited consideration. This includes the ring-fencing of monies collected for a potential liability arising from Clean Energy Package (CEP) costs and treatment of the k-factor interest rate.
The Utility Regulator published a public consultation on proposed modifications to SONI’s transmission licence to address these issues on 09 April 2026. The consultation closed on 15 May 2026 with two responses being received (from SONI and CCNI). Responses were generally supportive with a recognition of the need for such changes.
We are now publishing our decision paper on licence modifications which will allow ring-fencing of CEP costs. The decision will also adjust the k-factor interest rate application from one to two years. The revisions to the licence reflect the changes that were consulted upon in April with no amendments.
Copies of all documents can be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
