Decision on modifications to NIE Networks’ distribution and transmission licences to enable additional allowances for network resilience and other changes

The licence modifications in this decision paper are required to give effect to a number of regulatory decisions in different areas, including:

  • provision of additional allowances for network resilience
  • limitation of NIE Networks’ exposure to severe weather recovery costs
  • Non-locational charging
  • provision for the deferral of determination of further IT investment
  • Correction of licence inconsistencies

The purpose of the modifications is to implement the above decisions and to address known inconsistencies in the distribution and transmission licences.

The licence modifications will come into force 56 days from the date of this notice (19 October 2026)

We publicly consulted on these licence modifications, This consultation period concluded on the 29 May 2026.

We received four responses to our consultation from: 

  • Budget Energy/Flogas
  • iPower
  • Consumer Council for Northern Ireland 
  • NIE Networks

We have considered the representations received in response to our consultation. Our decisions are set out in the decision paper. The decision paper is supported by annexes A and B, which set out the decision notices for the licence modifications.

Our decision paper also includes annexes C and D which show the tracked changes to the distribution and transmission licences.

Copies of all documents can be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
