The Utility Regulator has published a decision document setting out our approach to our fifth price control for NI Water. This price control, referred to as PC28, covers the period 1 April 2028 to 31 March 2033.
PC28 will determine outputs and set a regulatory allowance which will be sufficient to allow NI Water to fulfil its statutory obligations.
Our PC28 Approach Decision provides our approach to the development of the next water and sewerage service price control.
The document sets out the background and context of the price control process and considers key issues which we aim to address, including how we will work with stakeholders to determine an efficient, consumer-focused package of outputs.
It includes a timetable for the development of the price control, which concludes in the intended publication of a final determination document in January 2028.
The approach we are taking to PC28 is of particular relevance to stakeholders across the water and sewerage services sector, including consumers and those with responsibilities or interests in water or wastewater regulation in Northern Ireland.
Our objective is to ensure inclusive engagement and transparency throughout the process.
Publication of our Approach Decision follows on from our consultation on the proposed approach to PC28, published on 5 September 2025. We received four responses to the consultation.
Having considered these responses, we are now publishing our PC28 Approach Decision document together with annexes that include a summary of the stakeholder responses.
NI Water will submit its PC28 Business Plan in November 2026 and we will publish a Draft Determination for the PC28 price control for consultation in June 2027.
Copies of all documents can be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
