On 29 April 2026, the Department for the Economy (DfE) published a policy decision on the ‘Design Plan for the roll-out of smart electricity meters’.
This decision sets out the guiding principles for the roll-out and the roles and responsibilities of key stakeholders.
DfE has decided that an Oversight Group will be established, comprising DfE and the Utility Regulator, to provide overall governance to the roll-out.
NIE Networks will be responsible for procuring and installing smart meters and supporting IT systems. A range of Expert Groups will be established, comprising industry stakeholders and subject matter experts, whose members will be responsible for different workstreams contributing to the smart meter roll-out. The Expert Groups will also provide advice to the Oversight Group.
The next stage in the roll-out will involve the establishment of the above groups and the development of a detailed programme plan by the Oversight Group in collaboration with Expert Group members.
Speaking on the publication of the decision, Utility Regulator Chief Executive, John French, said:
“We look forward to continuing to work collaboratively with the Department for the Economy and key stakeholders on the successful roll-out of smart meters across Northern Ireland. Developing the necessary regulatory frameworks to support the design plan is essential to ensuring consumer protection and enabling the full range of benefits that smart meters can deliver.”
