‘Improving the Non-domestic Consumer Experience’ Position Paper and proposed licence modifications

Our ‘Improving the Non-domestic Consumer Experience’ consultation paper was published in October 2024 and consulted on the scope of coverage applicable to non-domestic consumer protection measures and six potential modifications to the regulatory framework to enhance protections.

We received 14 responses, which have been published alongside the position paper

The position paper provides an overview of each proposed measure, followed by a summary of the responses received and outlines the Utility Regulator's comments and intended next steps.

Implementation of three measures will require gas and electricity supply licence modifications, therefore we have also published a consultation on the proposed licence modifications (Article 14 notices) which reflect the proposals laid out in the position paper. 

The modifications are proposed to take effect on 4 February 2026. 

Responses to the proposed modifications may be submitted up to 5pm on 4 August 2025 and further information on responding can be found within our consultation section.
