Industry update - SONI TSO’s proposals to meet the requirements of EU Regulation 2017/2196 Emergency Restoration

The Network Code Emergency Restoration is an electricity network code with the aim of safeguarding the security of the electricity system and preventing incidents from spreading or worsening across Europe.

This update is intended for stakeholders affected by the Network Code Emergency Restoration.

In accordance with Article 4(3) of the EU Regulation 2017/2196 Emergency Restoration, the Utility Regulator has published the approval for the proposal of the Design of the Test Plan for Northern Ireland (NI) submitted by SONI TSO under Article 4(2)(g) of the Network Code Emergency Restoration.

On 12 February 2021 we approved SONI TSO’s Network Code Emergency Restoration proposals to meet the requirements of Articles 4(2)(a)-(f). Included within these approved proposals, are the system defence plan and restoration plan.

On 1 September 2021 SONI sought approval from us for the Design of the Test Plan for NI (Art 4(2)(g)) of Network Code on Emergency Restoration (EU Regulation 2017/2196).

The Test Plan for NI identifies the equipment and capabilities relevant for the system defence plan and the restoration plan that have to be tested, including the periodicity and conditions of the tests.

We have reviewed this proposal in line with the requirements of the regulation, the wider objectives of Regulation (EC) 2017/2196 and our statutory duties and obligations, and are satisfied with SONI’s proposal.
