Invitation to join the Contestability Working Group for electricity transmission

The Utility Regulator is inviting organisations and individuals, with relevant experience and/or expertise, to join the Contestability Working Group (CWG). The Working Group will support the implementation of electricity transmission contestability in Northern Ireland.  

Contestability allows certain elements of electricity connection works to be delivered by accredited third parties, helping to increase customer choice, competition and flexibility in connection delivery. 

Contestability has operated for distribution connections in Northern Ireland for a number of years. The CWG will support the ongoing development of the practical, technical and governance arrangements required for the delivery of contestable transmission connections.

The CWG will provide a collaborative forum for industry participants and stakeholders to discuss the practical arrangements required to support transmission contestability. 

Organisations and individuals interested in participating in the Working Group are invited to review the Expression of Participation document and submit an application for consideration before 5:00pm on 14 September 2026. This document also includes further information on contestability and what is expected of the Working Group members.
