Third Party Intermediaries in the Energy Market – Position Paper and Article 14 Notices published

Our ‘Third Party Intermediaries in the Energy Market’ Consultation Paper considered the aims, objectives and scope of the project, alongside six potential modifications to the regulatory framework to enhance protections for consumers engaging with Retail Third Party Intermediaries (TPIs operating in the non-domestic energy retail market between consumers and suppliers).

We also sought views on Wholesale TPIs (TPIs operating in the wholesale market between suppliers and micro/small-scale generators) to improve our understanding of the circumstances in this area.

We received 13 responses. All non-confidential responses have been published as annexes to the Position Paper.

The Position Paper provides an overview of each proposed measure, followed by a summary of the responses received and outlines UR comments and intended next steps. This includes the implementation of a new licence condition requiring energy suppliers to publish Third Party Costs on a customer’s Principal Terms and upon request.

To implement this measure, we have also published consultations on proposed gas and electricity supply licence modifications (Article 14 notices), reflecting the proposals set out in the Position Paper.

The modifications are proposed to take effect on 16 November 2026. 

Responses to the proposed modifications may be submitted up to 5pm on 15 June 2026 and further information on responding can be found within our consultation section.
