Summary

Proposed modifications to Condition 5 (‘Security Arrangements’) of all electricity generation licences for security of supply purposes.

Today, 3 August 2022, the Utility Regulator has published a consultation which proposes modifications to Condition 5 ‘Security arrangements’ for inclusion in all electricity generation licences (including ‘DSU generation’ license) in order to standardise content but which will only apply to thermal generators which (will) have the ability to run on more than one fuel.

The modifications include a requirement for a specified quantity of secondary fuel to be available to support situations when there may be a risk to security of supply. The modifications also include a requirement for monthly secondary fuel reporting to SONI as the Transmission System Operator.
