Decision on Harmonised Transmission Tariffs for the gas network

The Utility Regulator has published a decision to maintain the current aspects of the Harmonised Transmission Tariffs Network Code (TAR NC), to ensure Northern Ireland’s continued compliance with the legislation.

The TAR NC is a piece of EU legislation that has been transposed into UK law that requires us to consult on a number of matters every five years. The TAR NC sets expectations on transparency and non-discrimination in transmission tariffs for the gas network. 

The consultation paper (published in February 2025) summarised the aspects of the TAR NC that had been decided on following the previous consultation in 2018, and we did not consider that any of these decisions need to be revisited or amended.

The aspects that have been decided on are: 

•             Reference price methodology.

•             Discounts to capacity charges.

•             Indicative reference prices.

•             Cost allocation assessment.

•             Allowed revenue of Transmission System Operators.

•             Commodity based tariffs.

•             Transmission and non-transmission tariffs.

•             The treatment of multiplier and seasonal factors.

•             Publication requirements. 

Following our consultation we received one response from:

•             Gas Market Operator Northern Ireland (GMO NI)

The respondent was supportive of the proposal to maintain the current aspects of the TAR NC. 

In line with the legislation, we will reconsult again in five years.
