Update in relation to Utility Regulator’s SORPI (Statement of Regulatory Principles and Intent) policy.

 

Utility Regulator published a SORPI in April 2007 to guide the early regulation of NI Water following major legislative changes in 2007. The document was created to explain how Utility Regulator would approach its new role as economic regulator for NI Water after the Water and Sewerage Services (Northern Ireland) Order 2006 came into force. 

The SORPI was a high-level, introductory and forward-looking paper, focused on the early years of regulation. Since the publication of the SORPI, Utility Regulator has developed more detailed and robust regulatory processes covering enforcement, compliance, price controls, and consumer protection. The original context and priorities of the SORPI have evolved, and many of its principles have been superseded, effectively marking the end of SORPI’s relevance. Utility Regulator has therefore decided to rescind the original 2007 SORPI as it is not helpful for these to remain on the record as a statement of UR’s policy position when they have now been superseded.
