Decision on biomethane modifications to gas conveyance licences published

The Utility Regulator has published a decision on modifications to the gas conveyance licences of: 

  • SGN Evolve Network Limited.

  • Kinecx Energy Limited.

  • Phoenix Energy Group Limited.

  • Belfast Gas Transmission Limited.

  • Premier Transmission Limited.

  • West Transmission Limited..

  • GNI (UK) Limited.

This decision follows a consultation which closed on 22 October 2025. 

The modifications are technical modifications to underpin access for gas from renewable energy sources to the gas network. 

The modifications cover definitions, connection arrangements, planning and operational arrangements, conveyance charging arrangements, as well as licensed area and exclusivity arrangements.

We received six responses to our consultation from the following organisations:

  • SGN Evolve Network Limited.

  • Kinecx Energy Limited.

  • Phoenix Energy Group Limited.

  • Mutual Energy Limited. 

  • GNI (UK) Limited.

  • GMO NI (Gas Market Operator Northern Ireland).

We have considered all the consultation responses in making our decision.

The decision notices pursuant to Article 14(8)-(10) of the Gas (Northern Ireland) Order 1996 are set out in Annexes A to G.

The licence modifications will become effective on 27 May 2026.  

Copies of all documents can be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
