The Utility Regulator has published our decision to approve the amended Transmission System Operator (TSO) proposal for day ahead and intraday arrangements concerning more than one Nominated Electricity Market Operator (NEMO) in the SEM Bidding Zone. This is in accordance with Article 45 and 57 of Commission Regulation (EU) 2015/1222 of 24 July 2015 establishing a Guideline on Capacity Allocation and Congestion Management.
On 23 June 2025, we received a multi-NEMO arrangements (MNA) proposal from the TSOs (SONI Ltd. and EirGrid plc).
On 16 December 2025, we requested amendment to this proposal, which is published alongside this approval letter. We have worked closely with colleagues in the Commission for Regulation of Utilities in assessing these proposals.
On 13 February 2026, the TSOs submitted an amended proposal detailing multi-NEMO arrangements for both single day ahead coupling and single intraday coupling.
Following consultation with the TSOs and NEMOs, we further amended these proposals.
The attached letter sets out the Utility Regulator’s decision to approve the TSO proposal, as amended, for day ahead and intraday arrangements concerning more than one NEMO in the SEM Bidding Zone.
We will now work to ensure that the timelines in this proposal are met by all of the parties involved in delivering MNA.
