Audits form an integral part of our compliance monitoring and reporting framework. They assist in assessing licensee compliance, provide insight into licensee processes and help to inform regulatory policy and decisions.
The Utility Regulator’s Compliance and Enforcement team conducts an annual compliance audit programme which takes into consideration the potential for customer harm, market/industry developments, areas of concern and potential issues or risks. The audit scope varies each year, providing an opportunity to monitor compliance across a range of regulated activities and licence types.
The 2025 audit examined gas and electricity suppliers’ compliance with licence conditions which focused on the protections in place for non-domestic customers. The audits were conducted by an independent auditor during December 2025. All 15 non-domestic suppliers were subject to the audit (nine electricity and six gas).
We have now published the independent report documenting the audit findings.
The audit highlighted a number of potential compliance issues which are being addressed with all licensees in line with our Compliance Monitoring and Reporting Framework.
Copies of all documents can be made available in large print, Braille, audio cassette and a variety of relevant minority languages if required.
