Decision on reporting and tariff changes to SONI’s transmission licence

Following the publication of our consultation paper on 29 June 2015, the Utility Regulator today publishes a decision paper which provides clarification for tariff setting in the absence of price control modifications and also introduces reporting and tariff mechanisms specific to the dispatch balancing cost incentivisation.

The key decisions will:

• restrict SONI tariffs in the absence of price control modifications while allowing sufficient flexibility to enable SONI to collect the appropriate revenues on behalf of other licence holders e.g. Transmission Use of System (TUoS), Ancillary Services and Moyle revenue;

• introduce a new Condition 39 which relates specifically to reporting requirements associated with dispatch balancing costs; and

• introduce a tariff mechanism to facilitate the dispatch balancing cost incentive reward or penalty as decided upon by the SEM Committee.

These modifications will become effective 56 days following the publication of this decision paper and will therefore be effective for tariffs beginning 1 October 2015.
