Notices of decision on modifications to SONI TSO and MO licences to implement I-SEM

In order to give effect to the Integrated Single Electricity Market (I-SEM), as contained in decisions of the SEM Committee, the Utility Regulator today publishes notices of decision and an accompanying decision paper on licence modifications for I-SEM.  The modifications are to the SONI Transmission System Operator (TSO) and Market Operator (MO) licences, and relate to the Capacity Market, Grid Code and Transitionary Arrangements.  The decisions follow a statutory consultation which was published on 20 April 2016.  A parallel consultation process, led by the CER, has dealt with similar licence modifications to the EirGrid plc TSO and MO licences.

A second statutory consultation on licence modifications is due to be published in September 2016.  This will incorporate modifications which are necessary to Generator, Supplier and Interconnector licences, as well as remaining modifications to the SONI TSO and MO licences.  Key licence conditions which will be considered in the September consultation will include licence definitions, the Balancing Market Principles Statement (BMPS), Agent of Last Resort (AOLR) role, Forwards and Liquidity, Market Power, Nominated Electricity Market Operator (NEMO) role, and mitigation measures for potential conflicts of interest amongst entities of the EirGrid group.
