This document sets out at a high level the Utility Regulator’s approach to designing an overall cost & price control for Northern Ireland Water Limited to cover the period 2010 to 2013.

Key tasks include identifying the investment needs for the provision of water and sewerage services during this period, and driving cost efficiencies. The purposes of the document are to inform all customers and stakeholders about the issues taken into consideration, the process of engagement, analysis and the programme.

In particular we wish to be transparent and outline opportunities for consultation during the process.
