Discussion Paper on Approach for the Gas Distribution Price Control GD17 published

The Utility Regulator today publishes a discussion paper on the high-level approach in relation to the next price control for the gas distribution network operators in Northern Ireland, firmus energy (Distribution) Ltd and Phoenix Natural Gas Ltd. This price control, referred to as GD17, is due to take effect from 1 January 2017 onwards.

We propose that the first price control for the Gas to the West low pressure licence holder will also follow, where reasonable and appropriate, the GD17 approach. We published our decision on the preferred applicant for this licence on 18 November and subsequently announced our consultation on the Gas to the West low pressure licence conditions on 18 December.

A draft template for the proposed GD17 business templates is published alongside this notice. The business plan templates will need to be completed by the gas distribution network operators as part of the price control process and will form the basis for our determination.

We will be holding a workshop for all interested stakeholders on 27 January 2015 at 10 a.m. at our offices to discuss the GD17 approach. If you would like to attend, please email karen.mcconnell@uregni.gov.uk by 22 January 2015.
