One of our statutory duties is to monitor the retail market and keep the development of the retail energy sector in Northern Ireland under review.
The Retail Energy Market Monitoring (REMM) Framework was introduced in June 2015, following consultation with stakeholders, and is the framework used for the collection, analysis and publication of key retail information. From the introduction of this framework we have improved the transfer of data between the regulated companies and the UR. The companies have clarity around the information requirements and associated timelines for return. Consumers benefit from better regulation capabilities within the UR based on consistent and high quality returns, and from increased transparency of retail energy market information. REMM is a robust and useful tool for informing policy and ensuring the highest levels of consumer protection.
The final decisions on the REMM framework included a set of templates for completion and submission of the information by energy suppliers and network companies. The current templates are as follows:
- Template gas network companies
- Template electricity network company
- Template gas supply companies - annual
- Template gas supply companies - quarterly
- Template electricity supply companies - annual
- Template electricity supply companies - quarterly
In addition to the above, there is a specific methodology for the calculation of retail margins.

Supplier licence compliance and audits
As part of the REMM framework, suppliers are required to submit a Statement of Licence Compliance (SoLC) on an annual basis. This statement highlights any areas of non-compliance or concerns regarding compliance. As part of the process to ensure consistency of the REMM submissions, including the information provided in the SoLC, the UR undertakes supplier audits. To date we have carried out one audit for each of the suppliers, focussing on their complaints process and recording. We intend to continue to audit suppliers on an annual basis and will publish the results of these audits. More details on our compliance and enforcement work can be found here .
